“The first element necessary for § 1983 liability is easily met here. The district court found, and the City does not contest, that Favors suffered a constitutional violation. Because Thompson lacked probable cause to believe that Favors or anyone in the vehicle posed a threat of physical harm, the use of deadly force violated the Fourth Amendment.” Favors v.
