Assuming pawn shops are closely regulated business, in this § 1983 case against arbitrary and unreasonable administrative searches under Burger, plaintiffs survive summary judgment. Defendant consented to the search. While not verbally informed of the right to refuse consent, which a person does not have a right to, he was informed of the right to refuse in the consent form.
