W.D.Ark.: No QI for officer extending a traffic stop for a drug dog w/o RS

Officer was not entitled to qualified immunity for allegedly extending a traffic stop without reasonable suspicion just to conduct a dog sniff. Gover v. Helder, 2016 U.S. Dist. LEXIS 117417 (W.D.Ark. July 29, 2016).
