W.D.Ky.: PC for search and arrest may be the same

The officer had reasonable suspicion from the time of the night of the stop, defendant’s excessive nervousness, the smell of marijuana, and other things. United States v. Smith, 2019 U.S. Dist. LEXIS 152555 (N.D. Ill. Sept. 9, 2019).*
