Officers got a call about a possible drunk driver, and they went to the direction of the call and found the car at an apartment building. Defendant was leaving the car but he seemed drunk and did not answer questions well and smelled of alcohol. There was no stop of the car, but an encounter of him walking. They had reasonable suspicion. City of Grand Forks v. Reilly, 2017 ND 135, 2017 N.D. LEXIS 135 (June 7, 2017).*
