NYLJ: NYPD Finally Set to Begin Use of Body Cameras, Monitor Says by Mark Hamblett:

The New York City Police Department will finally begin using body-worn cameras for some of its officers beginning in the new year, according to the court-appointed monitor overseeing reforms of the department’s stop-and-frisk policies.

Peter Zimroth, senior counsel at Arnold & Porter, reported to Southern District Judge Analisa Torres that the first cameras that will document police encounters with civilians to ensure compliance with the Fourth Amendment will be used starting in the first quarter of 2017.

The rollout will be a pilot program that is meant to test the effectiveness of the cameras and give the parties in the stop-and-frisk litigation the “data necessary to evaluate the impact cameras have on the behavior of officers and civilians.”

Zimroth said the slow deployment, some three years after the incoming administration of Mayor Bill de Blasio elected to settle fierce litigation over stop-and-frisk policies, can be chalked up to the requirements of the procurement process.
