Over the objection of plaintiffs’ lawyers in New York City’s stop-and-frisk litigation, circuit judges Jose Cabranes, Barrington Parker and John Walker-the panel who had blocked Southern District Judge Shira Scheindlin’s liability and remedial rulings last year-will hear arguments on Wednesday.
