Query: Can Congress block a rule after sitting on their hands from SCOTUS notice to them in April until after it goes into effect? Vigilantibus Et Non Dormientibus Jura Subveniunt, “A maxim of Roman law subsequently embraced by equity: the law comes to the assistance of those who are vigilant with their rights, and not those who sleep on their rights.” That is the basis of the law of laches.
