Another case involving Stingray devices has made its way into the federal court system, prompting the ACLU to join the battle on behalf of the defendant. A murder-for-hire sting conducted by the Baltimore police and the FBI involved the use of a Stingray device, but the paperwork used to justify the deployment says nothing about an IMSI catcher. The order obtained by the Baltimore PD is for a pen register/trap and trace device. [pdf link] Uncharacteristically, the Baltimore PD disclosed its use of a Stingray device to locate a suspect’s phone during court proceedings. Even more uncharacteristically, the government is fighting to keep the evidence from being suppressed, rather than opting to protect its means and methods at the expense of collected evidence.
