NYTimes: Albuquerque Agrees to Changes on Use of Force by Ian Lovett:
The Justice Department has reached a settlement with the City of Albuquerque over excessive use of force by the Police Department. Under an agreement announced Friday, an independent monitor will be installed to oversee reforms at the department for at least two years, and the department will adopt new policies aiming to ease conflict with citizens.
