Fourth Amendment news–CO passed a bill requiring notice of a right to refuse consent

The Colorado Senate unanimously approved House Bill 10-1201 that requires notice of a right to refuse consent when a police officer asks for consent.

Update: The Arkansas State Police adopted a consent form about 1990 to settle a drug profiling lawsuit with me, and the consent form includes a statement that the motorist has a right to refuse a consent. From all accounts, it did not appreciably reduce the number of automobile consents. The net result, the consent form became the strongest evidence of voluntariness of consent.
