WaPo: Senate poised to vote on USA Freedom Act as early as next week by Ellen Nakashima:

The Senate is poised to vote as early as next week on the USA Freedom Act, legislation that would end the National Security Agency’s bulk collection of records about Americans’ phone calls.

One of Congress’s jobs is determine public policy. What happens when Congress can’t do anything and the courts have to try to determine public policy on their own, something the conservatives say they aren’t supposed to do? Then the executive branch gets a pass?
