Is Lying<\/a> by Amy Davidson:<\/p>\n<p><!--more--><\/p>\n<blockquote><p>If the National Security Agency says that it is not \u201cintentionally\u201d doing something\u2014say, collecting records of the locations of Americans\u2019 cell phones\u2014then it is almost certainly taking that very action.<\/p>\n<p>If it says it is doing so \u201cincidentally,\u201d it\u2019s probably doing so on a large scale.
