O&#8217;Brien<\/a>, 2013 U.S. App. LEXIS 22664 (2d Cir. November 8, 2013).*<\/p>\n<p>\u201c[T]he Border Patrol agents identified \u2018specific articulable facts, together with rational inferences from those facts, that reasonably warrant[ed] suspicion that the vehicle&#8217;s occupant [was] engaged in criminal activity.\u2019 Brignoni-Ponce, 422 U.S. at 884.\u201d United States v.
