One of the DOJ employees negotiating the consent decree was admittedly named in the <a href=\"http:\/\/media.nola.com\/crime_impact\/other\/judge%20filing%20re%20bowen%20et%20al.pdf\">opinion setting aside the convictions of the five NOPD officers involved in a Hurricane Katrina shooting for prosecutorial misconduct<\/a>. The City can set aside the decree for changed circumstances, but the district court concluded there hadn\u2019t been enough.  <a href=\"http:\/\/www.ca5.uscourts.gov\/opinions\/pub\/13\/13-30161-CV0.wpd.pdf\">United States v.
