Moore. \u201cNeither a Maryland statute nor rule of procedure can render unconstitutional what the Fourth Amendment deems to be constitutional.\u201d <a href=\"http:\/\/mdcourts.gov\/opinions\/cosa\/2013\/2942s11.pdf\">In re Darryl P.<\/a>, 211 Md. App. 112, 63 A.3d 1142 (2013).<\/p>\n<p>Defendant was stopped at a yield sign as a patrol car came up from behind. After the officer stopped, defendant sat there for another 13 seconds before the officer decided to turn on his overhead lights and check on the driver under the community caretaking function. The fact defendant started to drive off did not nullify the purpose of the stop. <a href=\"http:\/\/www.sconet.state.oh.us\/rod\/docs\/pdf\/7\/2013\/2013-ohio-1116.pdf\">State v.
