It suffers the same defect as Washington&#8217;s SB 5737&#8217;s \u00a7 2(5)(a) <a href=\"http:\/\/fourthamendment.com\/blog\/index.php?blog=1&amp;title=wa_s_sb_5737_s_s_2_5_a_on_inspection_of_&amp;more=1&amp;c=1&amp;tb=1&amp;pb=1\">posted here<\/a>. That one was <a href=\"http:\/\/fourthamendment.com\/blog\/index.php?blog=1&amp;title=washington_state_sb_5737_sponsor_claims_&amp;more=1&amp;c=1&amp;tb=1&amp;pb=1\">later labeled &#8220;a mistake&#8221; by its author<\/a>.<\/p>\n<p>HB3200 provides:<\/p>\n<blockquote><p>SECTION 4.
