But the actual ruling remains secret. Decisions handed down by the US\u2019s Foreign Intelligence Surveillance Court (FISC) are classified \u201cbecause of the sensitive intelligence matters they concern,\u201d the letter from the Office of the National Intelligence Director to Sen.
