But can an app really change the police? by Rosie Gray &amp; Matt Buchanan:<\/p>\n<blockquote><p>The New York branch of the ACLU has big dreams for the newest piece in its crusade against stop- and-frisk, the New York Police Department\u2019s practice of stopping young men \u2014 nearly always men, and nearly always minorities \u2014 and frisking them on the street in public.
