Yet, there was no written policy put into evidence by the parties. Affirmed on this ground. Watley v. Felsman, 2020 U.S. App. LEXIS 40761 (3d Cir. Dec. 30, 2020).*<\/p>\n\n\n\n<p>There wasn\u2019t probable cause for defendant\u2019s detention at the scene of a murder.
