(CBS19 NEWS) &#8212; The Charlottesville Police Department says it has created a position for a Fourth Amendment Investigative Analyst.<\/p><p>According to a release, the department has hired Larry Jacobs, a native of Portsmouth and retired Portsmouth Police Department officer as well as a former Virginia Magistrate, for the position.
