His motorcycle was stopped, and his female passenger fled. He was wearing a vest with bulging pockets. Although he didn\u2019t run, the officer who remained with him was concerned about his pockets \u201cbulging\u201d and his potentially having a weapon on him. <a href=\"https:\/\/www.in.gov\/judiciary\/opinions\/pdf\/12271901tac.pdf\">O&#8217;Keefe v. State<\/a>, 2019 Ind. App. LEXIS 577 (Dec. 27, 2019).<\/p>\n<p>Officers had a report of an Hispanic man with tattoos on his face who might be armed. On its own, it wasn\u2019t enough, but the officers were on guard because of a potential gang shootout they heard could be coming. When they saw defendant apparently stuffing a gun into his waistband, they had reasonable suspicion. <a href=\"http:\/\/www.illinoiscourts.gov\/Opinions\/AppellateCourt\/2019\/1stDistrict\/1163184.pdf\">People v.
