Washington<\/em> does not apply to suppression hearings. &#8220;A district court is not bound by the rules of evidence in suppression hearings.&#8221; State v. Woinarowicz, 2006 ND 179, 720 N.W.2d 635(August 16, 2006).<\/p>\n<p>PC on possession of drugs does not require a field test first. The officer can make the arrest based on his or her observation and experience. Id.<\/p>\n<p>Failure to use a turn signal did not violate NC law where it affected no other vehicle. Therefore, the stop lacked PC.  State v.
