Defendant was seen standing in a parking lot with his back to other cars and his hands in front of him, apparently urinating in public. This was reasonable suspicion. \u201cThe officer\u201fs observations provided him with reasonable suspicion that Defendant was urinating in public and thus committing the offense of public indecency.\u201d The officer could then stop defendant, and he was under the influence.
