Obama.<\/p>\n<p>A three-judge panel of the D.C. Circuit yesterday considered a key challenge to the NSA\u2019s bulk collection from telephone companies of subscribers\u2019 call detail records, pursuant to Section 215 of the USA PATRIOT ACT. Earlier, U.S. District Judge Richard Leon concluded that the surveillance likely violated the Fourth Amendment, but stayed his entry of a preliminary injunction, pending appeal by the government. Plaintiffs followed with a cross-appeal of their own.
