(The U.S. would kill Awlaki in a drone strike in Yemen on Sept. 30, 2011.) In February 2010, the Justice Department\u2019s Office of Legal Counsel signed the below memo concluding that killing Awlaki would be lawful. After discovering that it had overlooked certain legal issues, O.L.C. later replaced this with a second, longer memo. which was previously released.
