To quantify their rise and assess the routine sealing of such records\u2014the subject of a Page One story in The Wall Street Journal\u2014the Journal contacted the 25 busiest federal-court districts based on the number of criminal cases in 2013.<\/p>\n<p>Six districts made public some type of electronic-surveillance information or disclosed it after a Journal request.
