Nobody returned to his cell for four days.<\/p>\n<p>The justice department&#8217;s inspector is investigating what happened.<\/p>\n<p>After Mr Chong was rescued, he spent five days in hospital recovering from dehydration, kidney failure, cramps and a perforated oesophagus.
