Frank Church in 1975 of the capability of the NSA:<\/p>\n<blockquote><p>\u201cThat capability at any time could be turned around on the American people,\u201d he said in 1975, \u201cand no American would have any privacy left, such is the capability to monitor everything: telephone conversations, telegrams, it doesn\u2019t matter.
