She was excessively nervous when stopped, and there was an overwhelming odor of raw marijuana coming from the car. That was justification to continue the stop longer. <a href=\"http:\/\/www.fifthcircuit.org\/PDF\/OPINIONS\/PO\/2013\/2A546ACB-D6D4-4276-A1F9-6B819702D52C.pdf\">State v. Cooks<\/a>, 108 So. 3d 1257 (La. App. 5 Cir. 2013).*<\/p>\n<p>The statute of limitations on plaintiff\u2019s \u00a7 1983 case had long passed by the time this case was filed. Labeling it a \u201ccontinuing wrong\u201d because relief hasn\u2019t been granted doesn\u2019t work. <a href=\"http:\/\/www.ca3.uscourts.gov\/opinarch\/123391np.pdf\">Voneida v. Stoehr<\/a>, 512 Fed. Appx. 219 (3d Cir. 2013).*<\/p>\n<p>Chewed baggie with white powder seen during a traffic stop was probable cause. <a href=\"http:\/\/www.utcourts.gov\/opinions\/supopin\/Simons1303012513.pdf\">State v.
