Conspicuously absent from the survey was information about the tactics of Northern California police departments.<\/p>\n<p>That&#8217;s because, among the roughly 20 local agencies that received open records requests, only a handful provided substantive responses, said Linda Lye, staff attorney at the ACLU of Northern California.
