\u201cThe court concludes that Rugg’s inquiries about the BMW and Defendants’ travel plans, and his subsequent detention of Defendants until completion of the dog sniff, were reasonable under the Fourth Amendment. Otero was unable to produce a driver’s license (and admitted he did not have one) or proof that the car was insured. It was reasonable under the circumstances for Rugg to conduct inquiries and run checks relating to the vehicle and to Otero’s status until he could confirm whether Otero was in lawful possession of the vehicle and whether anyone present could lawfully operate it.
