Apr. 20, 2020).<\/p>\n\n\n\n<p>Illegal backing justified a stop on reasonable suspicion, and the proof in the officer\u2019s mind doesn\u2019t have to be substantial. United States v. Mansaw, 2020 U.S. Dist. LEXIS 69337 (D. Kan. Apr. 20, 2020).<\/p>\n\n\n\n<p>Excessive force claims are governed by the Fourth Amendment, not the Fourteenth Amendment.  <a href=\"http:\/\/media.ca11.uscourts.gov\/opinions\/unpub\/files\/201913808.pdf\">Real v.
