Salem<\/a>, 2019 U.S. App. LEXIS 32080 (3d Cir. Oct. 22, 2019).<\/p>\n<p>Plaintiff stated a claim for excessive force for being handcuffed so tightly that the nerves in her hands were permanently injured.
