When it was apparent that defendant didn\u2019t want to continue the encounter and tried to leave, they told him to \u201chang tight for a minute\u201d because he wanted to run his name. That was a seizure without reasonable suspicion that defendant was free to break off. <a href=\"http:\/\/courts.state.va.us\/opinions\/opncavwp\/0189181.pdf\">Porter v. Commonwealth<\/a>, 2019 Ky.
