All changes go into effect November 1st each year. The 2017 manual, however, hasn&#8217;t been posted on the <a href=\"https:\/\/bookstore.gpo.gov\/search\/site\/sentencing%20guidelines%20manual\">GPO bookstore<\/a> yet.
