Sept. 29, 2017).*<\/p>\n<p>CBP\u2019s roving border patrol stop was without reasonable suspicion. All the factors are considered, and on the totality, it\u2019s a close call, but the court concludes the government did not meet its burden of reasonable suspicion. United States v.
