The delay in this stop was caused by the fact there were three people in the car, at least one had a Mexican DL with a name he recognized as threatening officers in the past. There was also a police scanner in the car. This was all sufficient cause for officer safety because he was outnumbered 3-1 to call for backup and wait for it to arrive, and the delay was reasonable.
