Officers set up and watched and saw what appeared from their experience to be hand-to-hand drug sales, and that was at least reasonable suspicion for a stop. <a href=\"http:\/\/www.supremecourt.ohio.gov\/rod\/docs\/pdf\/2\/2015\/2015-ohio-343.pdf\">State v.
