That\u2019s because the Virginia Beach company has developed a device meant to eliminate the high-risk car chases that draw viewers and seem, inevitably, to end in tears.<\/p>\n<p>StarChase\u2019s innovation is a GPS launcher \u2014 a unit that law-enforcement agencies can use to attach a tracking device to a suspected lawbreaker\u2019s vehicle without officers\u2019 having to leave their patrol cars. A vehicle fleeing from the police can then be followed on a computer screen, rather than in a high-speed pursuit, while an interception that does not put others in danger is planned.<\/p><\/blockquote>\n<p>I said exigent, not urgent. If the police have exigent circumstances and probable cause, they can enter a home under Warden v. Hayden. Therefore, they could tag a car, too, because the sanctity of the home is paramount in the law.
